Emergency Financial Aid Grants – CARES Act 2020

Certification and Agreement of Funds Received under Section 18004(a)(1) of the CARES Act to Provide Emergency Financial Aid Grants

Bellevue University is providing the following consumer/student information in compliance with the CARES Act and will update this report every 45 days:

  • Bellevue University signed and returned to the Department of Education on 4/27/2020 the Certification and Agreement and the assurance that the institution has used, or intends to use, no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students. Bellevue University was approved for funding on 5/4/2020.
  • Bellevue University received $584,570 from the Department of Education pursuant to the institution’s Certification and Agreement [for] Emergency Financial Aid Grants that will be allocated to students.
  • The total amount of Emergency Financial Aid Grants distributed to students under Section 18004(a)(1) of the CARES Act as of the date of submission is $526,292.
  • The estimated total number of students at the institution eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and thus eligible to receive Emergency Financial Aid Grants to students under Section 18004(a)(1) of the CARES Act is: 361.
  • The total number of students who have received an Emergency Financial Aid Grant to students under Section 18004(a)(1) of the CARES Act is: 349.
  • The method of determining which students who received Emergency Financial Aid Grants: Bellevue University is taking the total amount of funds and dividing that by the total amount of students eligible for funding. In order to be eligible, students must have completed the 2019/2020 FAFSA and:
    • Be enrolled in a residential course (on campus) at Bellevue University
    • Be enrolled in coursework that is not 100% online
    • Be enrolled in a degree-seeking program
    • Are Eligible as determined by the Free Application for Federal Student Aid (FAFSA)
      • U.S. citizenship or *eligible noncitizen
      • A valid Social Security number
    • Registered with Selective Service (if the student is male)
    • Maintain satisfactory academic progress in their course of study, and
    • Do not owe a refund on federal grants previously received or in default on any federal student loans.

  • The following communications were sent to students that may be eligible:
    • 5/5/2020 – A Call to Action, to students that could be eligible but have not completed their 2019/2020 FAFSA which needs to be completed by May 15, 2020
    • 5/8/2020 – A Call to Action, for students to update their Refund method in TouchNet (ACH or Check), along with reviewing their address if receiving a check, to ensure they receive it in a timely manner.
    • 6/2020 - A Disbursement Notification of CARES Act Grant being disbursed onto the student’s account.

CRRSA Act (Coronavirus Response and Relief Supplemental Appropriations)

In December 2020, Congress enacted the Coronavirus Response and Relief Supplemental Appropriations Act (CRRSA Act), which was signed into law. The CRRSA provided additional funding for the Higher Education Emergency Relief Fund (HEERF). On January 14, 2021, the U.S. Department of Education announced the student allocation portion of these supplemental funds. Bellevue University’s distribution of the student aid portion of this supplemental HEERF allocation was utilized similarly to the CARES Act distribution in 2020 for enrolled students. On March 11, 2021, the American Rescue Plan (ARP) was signed into law to further support institutions of higher education to serve students and ensure learning continues during the COVID-19 pandemic.

As of June 30th, 2022, the total amount of Emergency Financial Aid Grants distributed to students through Higher Education Emergency Relief Fund (HEERF) authorized by the CARES Act, the CRRSA Act, and the ARP was $5,478,647 to 5,219 students.

HEERF Institutional Allocation

CARES Act (HEERF I)

Bellevue University received funding from the CARES Act for student allocation only, declining the institutional allocation funding.

CRRSAA Act (HEERF II)

Bellevue University was awarded $2,512,243 of CRRSAA funding under section 314(a)(1) from the Higher Education Emergency Relief Fund (HEERF) to prevent, prepare for, & respond to coronavirus. The funds are available to defray expenses associated with coronavirus, carry out student support activities authorized by the Higher Education Act of 1965 that address needs related to coronavirus, & make additional financial aid grants to students. As of June 30th, 2021 the total amount of CRRSAA funding received was $2,512,243. The required quarterly budget & expenditure forms can be accessed through the following links:

ARP: American Rescue Plan (HEERF III)

Bellevue University was awarded $1,064,475 of ARP funding under section 2003(a)(1) from the Higher Education Emergency Relief Fund (HEERF) to prevent, prepare for, & respond to coronavirus. ARP funds are in addition to funds authorized by the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA), Public Law 116-260 and the Coronavirus Aid, Recovery, and Economic Security (CARES) Act, Public Law 116-136.
